A FOURTH inquiry into police tactics was under-way last night following the  death of a man shot with a Taser gun. Delivery driver Philip Hulmes, 53, was zapped when Greater Manchester police broke into his home on Tuesday after his daughter called 999.

Mr. Holmes, of Over Hulton, near Bolton, was taken to hospital with self-inflicted stab wounds but died 30 minutes later. A post mortem was being carried out yesterday. It came 24 hours after Jacob Michael, 25, of Widnes, died after being overpowered with CS spray by Cheshire Police.

Last week Cumbria cops Tasered Dale Burns, 27, of Barrow-in-Furness, who layer died. And Mark Duggan, 29, was shot by Met cops in Tottenham, North London, on August the 4th-sparking-riots across Britain. All four incidents are being investigated by the Independent Police Complaints Commission. End Report:

PIF: The unnecessary deaths of innocent people grow and the cops responsible are allowed to go free and continue to be able to do it again at will. There is no argument about who did the killing but there should be an investigation by a publicly select committee with no associations or affiliation to the police or any government department. 

The IPCC have in the past shown themselves to be bias and supportive of police action regardless of the eventual outcome and since the inauguration of the department failed to follow the directive of who they employ.
